The City provides the population with drinking water and sanitary sewer service. City water's primary source is the State Water Project – North Bay Aqueduct. The total capacity of this network is 12 million gallons (mgd) per day. Max winter use is 4 mgd, and 8 mgd during the season. A full report can be accessed from Department of Public Works, 746-4240. The City inspects and maintains 148 miles of sewage lines in the streets, and owns and operates a water treatment plant of 4.5 million gallons a day. The facility offers both primary and secondary care.
Opened in 1958, the City Wastewater Treatment Plant was extended in 1978 (phase I) to secondary treatment. In 2000 a major redesign and enhancement project was completed. The $30 million project would boost the efficient wastewater service capability of the plant to Benicia businesses and residents, while complying with federal and state environmental regulations.
Wastewater sewer service charges and connection fees are based on a U.S. Formula licensed by Environmental Protection Agency. Connection charges shall be calculated per 1,000 square feet per EDU and type of use (i.e. strength), unless otherwise specified. The payments are further clarified in Municipal Code section 13.52.
Starting Water Service
Benicia homeowners can sign up for water and sewer services by contacting the Finance Department at 707-746-4225.
Renters/Lessees Please carry a copy of your contract, photo ID and $107 in cash, money order or Visa / Mastercard to the Finance Office at 250 East L Street (City Hall). Work time is 9 a.m. By 4 P.M. Mondays to Fridays. New tenants will contact the Department of Finance within 5 business days of moving in to create a utility account to mitigate any interruption to service.
It is the policy of the City to turn on water service within 24 hours from request. If you require water service the same day, you will be charged a $80 “same day turn-on" service fee. On the first billing the same service fee for the day will appear.
