About the Department:

The Benicia Police Department is a service-oriented agency whose members take pride in their proactive response to crime, disorder, and quality of life issues. The policy acknowledges the high standards of our society for professional police services and has for many years maintained a constructive partnership with the community.

The Benicia Police Department is staffed with 34 sworn officers, 20 non-sworn employees, and 35 citizen volunteers. The department is led by the Chief of Police and it is organized into three divisions: Operations, Special Operations, and Services. A Lieutenant provides general management direction and control for each division.

The Department’s most prominent branch is the Services Unit, consisting of uniform patrol, traffic unit, canine unit, bicycle patrol, and animal control. Group Services has the biggest interaction with our culture. Of Benicia Police Department ‘s 34 sworn members, 22 are in this Division and most are uniformed patrol officers.

The Special Operations Division is made up of both sworn and non-sworn investigative personnel, special weapons and tactics (SWAT) team, mobile field force (MFF) team, property and evidence, and the Family Resource Centre. The Investigations Unit is comprised of criminal inquiries, investigations into drugs, and the Department of Family and Youth Services (YSB). One Youth Services Investigator, one School Resource Officer assigned to Benicia Middle School and one School Resource Officer assigned to Benicia High School are located within the YSB.

The Services Division consists of sworn and non-sworn staff responsible for: Emergency Operations Center, Records, Information Technology (IT), Policing Volunteers, Reserve Police Officers, and Explorer Scouts.

The police department offers shifts of 12 hours/3 days (patrol), shifts of 10.5 hours/4 days (special assignments), and rotating shifts. The City provides fair compensation and benefits programs including career scholarships, variable salary shifts, holiday pay, and uniform allowances.


The role of the Benicia Police Department is to protect the individuals and properties. The department depends on the community as a partner in deciding how the police can provide their services, prioritizing certain services, and setting priorities and objectives for the department. The goal of the Benicia Police Department is to focus its resources across strategic elements, which are the most important to effective community policing. Those elements include:

Provide, evaluate, and enhance all community policing services. To ensure the highest level of service to all people, concentrate on the training needs of all staff. Study and application of regional policing principles such as police training and interoperability of radio and data across the area. The officers of the Benicia Police Department are committed to being attentive in providing professional service to the community. Recognizing the duty to preserve order, while at the same time affording dignity and respect to each individual; the goal is to enhance the quality of life through a community partnership that promotes a safe society.

Under general supervision, patrolling an assigned beat, protecting life and property, preventing crime, maintaining order, enforcing laws and ordinances and constitutional mandates, doing investigative work and detecting crime, performing public service tasks while working hours and shifts varying, and performing related work as assigned.
